Founded in 1927 by Joseph James (J.J.) Barney, J.J. Barney Construction is a fourth generation family owned and operated union construction company specializing in concrete placement, earthwork, and underground utilities. From heavy industrial to light commercial, our expertise in structural concrete, flatwork placement, and finish is second to none. Our highly skilled crews are capable of successfully completing the most challenging projects, from cold weather concrete to mass concrete. Our foremen and tradesmen work safely and efficiently to meet all quality and schedule requirements for each and every project. Our skilled carpenter crews’ and layout engineers’ vast knowledge of concrete forming systems supports our ability to handle any type of formwork requirement. J.J. Barney Construction works for many of the nation’s leading civil, commercial, and industrial owners and general contractors throughout the State of Michigan and most of the continental United States.

The JJB family includes a multi-talented team of professionals who excel in utility work, earth work, and concrete placement and have worked with many of the nation’s leading civil, commercial, and industrial owners and general contractors. Our Leadership Team

Patrick Barney

President

A 43-year veteran of the construction industry, Pat has worked on a variety of building projects and accumulated a multifaceted understanding of the industry. He brings a strong background to all projects in management systems, understanding of early project planning, pre-construction and design services, and successful construction delivery. His exceptional managerial strengths include an aptitude for maintaining tight project controls, an ability for successfully building positive client and partner relationships, and adeptness in reviewing projects from both the perspective of the field construction worker and the customer. Pat has distinguished the company’s portfolio-especially those in electrical substations-with a long list of successes, including national awards for project excellence and safety.

As President of the company, Pat is responsible for the overall direction and vision of the company and ensuring each employee is fueled by a strong commitment to the company’s core values and exceeding client expectations. Pat is responsible for the oversight of the estimating process for all projects bid and awarded. He has established the company’s standard procedures, methods, and processes for estimating and training estimating resources in the use of the same.

In 2018, Pat was elected to the Michigan Construction Hall of Fame at Ferris State University In recognition of his many accomplishments and contributions to the construction industry.

Josh Barney

Vice President

Josh Barney is the Vice President and General Counsel at J.J. Barney Construction, Inc. He is responsible for setting the overall direction for the company, overseeing the company’s business operations, and all of the company’s legal matters.

Before joining the family business, Josh practiced law in Chicago, specializing in construction law and commercial litigation. He has represented individuals and corporations in matters through all phases of litigation, including trials in state and federal court. Josh frequently lectures at seminars for construction, legal, and business personnel and has been published in numerous legal, business, and academic publications.

Josh serves as a member of the board of directors for the Construction Association of Michigan (CAM); the Detroit Police Athletic League (PAL); the Boy Scouts of America – Building Connections Networking Event; and the Dildilian Foundation for the Building Trades.

In 2020, Josh was selected as one of Oakland County’s “Elite 40 Under 40,” an annual list honoring passionate and talented leaders in a variety of fields that are committed to their professions and improving their communities. In 2016 and 2017, he was named a Rising Star by Super Lawyers Magazine, a peer-review publication that selects the top 2.5% of attorneys in the state based on excellence and peer recognition.

Eric Steck

Direct of Building Trades Construction

With over 40 years of construction experience, Eric has worked in every facet of concrete construction, from estimating to construction to management. He is involved with all major company decisions. Eric is an expert in higher education, multi-use buildings, healthcare, commercial, and industrial markets. He brings a solution-driven and collaborative-based customer relations delivery approach to ensure successful projects. His focus on seeking new business opportunities for our growing company has led J.J. Barney Construction’s expansion throughout the United States. Under his leadership, JJB has significantly broadened its scope of work while focusing on remote, difficult, and unique projects.

Eric is a member of a former Chairman of the Construction Association of Michigan (CAM) and currently serves on its Government Affairs Committee and Labor Relations Committee. He is also a former Associate Director of the American Concrete Institute and the Association of Concrete Contractors of Michigan.

Dave Phillips

General Manager

Starting in 1993, Dave has spent his entire professional career with JJB. He oversees the company’s construction schedules, ensuring that all projects are completed on time, within budget, and to the highest quality available in the industry. A team player, Dave has an excellent track record of strong working relationships with owners, general contractors, suppliers, and subcontractors, resulting in successful construction projects.

Pamela Daniels-Valentine

Chief Financial Officer/Controller

Pam’s responsibilities include financial reporting, income tax planning and reporting, audit procedures, cost analysis, cash flow forecasting, and researching various state and federal requirements related to labor and tax issues. She also coordinates with various financial institutions to ensure that JJB’s financial and investment needs are met. Before joining JJB, Pam worked at Plante Moran, one of the nation’s largest certified public accounting and business advisory firms, where she provided accounting services for several Fortune 500 corporations.

How We Operate

Full Service

In order to streamline efficiencies, schedules, and budgets, our clients and partners leverage JJB’s full range of services. Our work includes pre-construction/value engineering; site preparation; earthwork; underground utilities; concrete foundations and flatwork; aggregate surfacing; and site restoration.

Utility Infrastructure

At JJB, we are experts in all facets of the infrastructure of utility construction and maintenance. We specialize in the construction, inspection, maintenance, and repair of electrical substations, electric distribution lines, battery energy storage systems, and transmission lines for power plants, solar power, and wind farm generation. JJB can handle foundations for transmission line structures of all types and sizes. We cam install deep drilled pier type foundations and vibratory caissons. We have completed projects in some of the most challenging conditions. From farmland to mountains to heavily populated urban areas, in solid rock or crossing bay, on flat sandy soil or on steep rocky inclines, we can do it all.
We have perfected our approach to working in live electrical substations. We navigate the complexities these types of sites are known for, including planning for proper live equipment clearances, site specific personal protective equipment (PPE), and attention to energized overhead/underground lines.

We are able to maintain strong relationships with financial institutions, vendors, suppliers, and subcontractors because we promptly pay our debts and obligations as they mature.

At JJB, we hold each person, from the newest crew member to the President, equally accountable for safe work practices and creating a safe place to work. JJB uses the Speak Up/Listen Up program, focusing on improving communication when an employee identifies something unsafe. This program requires everyone to reinforce a safe work culture and encourages safety feedback to supervisors and management. We regularly utilize constructability reviews, preventative design, and safety apps and programs to keep team members safe.
